AbreLatam-ConDatos 2025: Public innovation, inclusion, and open data

AbreLatam-ConDatos 2025 is organized by the OAS and ILDA together with the Bolivian government and local stakeholders. It will provide a space for governments, academia, activists, journalists, and citizens to co-create new tools, share success stories, and co-create agendas for change.

This edition features more than seven thematic areas, ranging from integrity in the digital sector and citizen participation to digital sovereignty and data sustainability, all with a strong focus on rights, equity, and justice.

Open Contracting Partnership, drawing on its experience in open contracting, will be present in three sessions that focus on the power of data to transform public institutions and build more equitable societies.

Session 1 – Data-Driven Public Innovation

This panel explores the use of open data in key areas such as public procurement, infrastructure, and health, emphasizing transparency, equity, and the democratization of access to information. Innovative technological solutions to address common problems such as limited competition, process integrity, and open data will be discussed. Challenges and lessons learned associated with building and sustaining public data infrastructures that support decision-making and strengthen citizen trust in long-term policies will also be addressed.

Session 2 – Data for Social Inclusion

This session explores how the strategic access to and use of complex, open data can respond to the real needs of diverse communities and promote social and economic inclusion. It presents experiences ranging from AI agents designed to facilitate local information in specific contexts, to collaborative platforms that integrate scientific data and local knowledge to defend environmental health, and innovative solutions that democratize access to public procurement opportunities for MSMEs and vulnerable sectors. This session offers a space to reflect on the technical, ethical, and social challenges involved in transforming data into inclusive and participatory tools.

Session 3 – Data Interoperability

Panelists: Fernando Vassoler (Office of the Comptroller General of the Union – CGU, Brazil), Mariana López Fernández (Open Contracting Partnership), Sergio Toro Tejada (Government of La Paz). Moderated by: Daniel Carranza (Data Uruguay)

This session explores how data interoperability drives transparency, integrity, and efficiency in public management in Latin America. Progress and challenges in Brazil through the National Open Data Infrastructure (INDA), which seeks to standardize and facilitate the reuse of government data, will be analyzed, identifying key obstacles to its full effectiveness. In parallel, Chile’s innovative experience in the collection and strategic use of information on beneficial owners in public procurement will be presented, which has managed to reduce conflicts of interest through incentives and effective communication. These experiences offer valuable models for strengthening interoperable policies and systems in the region. This room offers Spanish-Portuguese interpretation.
