Participation of Special Groups in public procurement in Tanzania

Tanzania’s 30% preferential procurement scheme aims to increase access to public contracts for women, young people, persons with disabilities and older people.

Developed by Open Contracting Partnership as part of a consultancy for GIZ and Tanzania’s Public Procurement Regulatory Authority, this report assesses how the scheme is working in practice. It highlights progress, barriers that continue to limit participation and practical recommendations for making procurement processes more inclusive.

During the period studied, special groups received 1,468 contracts worth TZS 39 billion, representing 7.6% of the total contract value awarded and falling short of the 30% target. The report recommends more accessible procurement information, simpler processes, targeted training and financial support, and better data to track participation and results.
