Global procurement responses to COVID-19: how to do better

Throughout the COVID-19 pandemic, governments around the world have been forced to procure essential goods and services quickly, in order to save lives. Some procurement agencies have also recognized that being transparent about emergency purchasing is crucial to discouraging corruption, ensuring market confidence, and maintaining public trust.

Oxford Insights, as part of research into the implementation and use of open contracting for the Open Contracting Partnership, has identified several key contracting issues which arose throughout the COVID-19 crisis, building on its research to bring together a series of recommendations to help governments buy quickly, openly, and effectively in an emergency.
