Emergency procedures need to be public and open. We have developed this guide to support efforts that track government contracting during the pandemic and use that data to analyze and evaluate the response. This guide describes how to collect, publish and visualize open data about COVID-19 emergency procurement.
The guide provides guidance on when and how to collect data, understanding how the data is going to be used and what data should be published to monitor COVID-19 procurement.
It includes simple, user friendly tools (including spreadsheets and Google forms) that can be used in low tech contexts for data collection and publication. These tools will automatically collect the data in Open Contracting Data Standard format.
We’ve also added some of the great examples that were developed by the open contracting community, including from Ecuador, Moldova, Paraguay and Ukraine.
