Open Contracting Partnership at the Ukraine Recovery Conference 2026

DREAM was launched at URC 2023 in London. Three years on, we are returning to URC to report on what it has built and where it goes next.
DREAM is Ukraine’s national public investment management system. It is now used by more than 1,300 communities, all 18 ministries, and 24 regional administrations to plan, appraise, and coordinate infrastructure investment. International partners are making financing decisions based on what is in the system. No registration in DREAM, no state funding. That is the rule.
URC 2026 in Gdansk is a moment to take stock. OCP will share findings from a new survey of more than 900 community and regional officials across 23 regions of Ukraine, the first systematic look at how the reform has landed on the ground, what the capacity gaps are, and what the second cycle of the reform needs to deliver.
Ukraine faces $588 billion in recovery needs. DREAM is part of how it manages them transparently and accountably, in wartime.
Meet us in Gdansk
Viktor Nestulia, Director of Ukraine Support and Head of the DREAM Project Office and the team will be at URC 2026 across both days. We will be sharing findings from the first full year of Ukraine’s PIM reform, meeting with government partners and donors, and making the case for sustained international support for the next phase of the reform.
